Once you get past this menu no controls work. The controls don't fully work yet, but using an Xbox 360 pad it's possible to start the game using the start button and navigate the first menu (choosing between quick race and championship) using the left stick and selecting with the right trigger. This isn't like an arcade crack that's been leaked, Sega released this themselves.
It turned out that this update contained the full game and has basically everything required to run it fully.
